Ex NBR chairman Ghulam Hussain collects AL nomination form

Former National Board of Revenue (NBR) Chairman Ghulam Hussain has obtained the Awami League's nomination papers to contest in the upcoming 12th parliamentary election from the Chandpur-1 constituency.
Ghulam Hussain, who also serves as the chairman of Business Insider Media Ltd, retrieved the nomination papers from the Awami League central office on Bangabandhu Avenue in the capital city of Dhaka on Saturday.
He was born in Hasimpur village under Kachua upazila of Chandpur district. His father's name is Md Rafiuddin Mia, and his mother's name is Begum Jinnatennnechha.
Ghulam Hussian is the fifth son among five brothers and four sisters of his family.
Ghulam Hussain spent his childhood in the village, where he received primary education at Hasimpur Primary School. After a brief period at Burgi High School here, he continued his education at Hajiganj Pilot School, starting from class eight.
He excelled in his studies, passing his SSC with merit from this point and later completed his HSC at Chandpur Government College. Subsequently, he earned his honors and master's degrees in economics from Dhaka University.
As a public servant and seasoned bureaucrat, Ghulam Hussain possesses extensive experience in serving the people across various sectors in the country.
Prior to entering government service, he served as a consultant economist with DANIDA, US AID, and the Ford Foundation.
In 1982, he entered the Bangladesh Civil Service (BCS) (Regular Batch) as an Assistant Commissioner (Customs & Excise).
Throughout his tenure in this role, he organised several significant training programmes both within the country and internationally. He held various positions within the customs cadre, serving in Dhaka and Chittagong.
From 1983 to 1986, he served in various departments, including Excise, Customs and Taxes and demonstrated a notable skill and achieved success in these roles.
In 1996, he assumed the position of Director at the Prime Minister's Office. Subsequently, he served as a Counselor (Commercial) at the Bangladesh Embassy in Washington, USA, from 1998 to 2003.
Upon his return to the country in 2003, he joined the Ministry of Public Administration. In the years 2003-2004 and 2005-2006, he held the positions of Deputy Secretary and Joint Secretary, respectively, in the Ministry of Commerce.
The government appointed him to preside over the session on "Trade Facilitation-Cross Border Trade" at a seminar organised by ESCAP in Bangkok, Thailand, in 2005.
Additionally, he actively engaged in trade negotiations at WTO Ministerial Conferences and spearheaded trade missions to various countries, including Russia, Germany, Belarus, Thailand, Vietnam, and China.
He served as a consultant for the Export Diversification Project of the International Trade Center (ITC, Geneva) under the Ministry of Commerce from 2006 to 2008.
Additionally, he played a pivotal role as the founding Executive Director (Coordinator) of the Facilitating Business Promotion Council from 2003 to 2006.
In 2007-2008, he worked as a consultant at UNDP in Lyon. In late 2008, he assumed the role of Chairman of the Directorate of National Identity Cards. Following the formation of the Awami League government in 2009, he was appointed as Additional Secretary in the Ministry of Home Affairs.
In fulfilling his state responsibilities, he demonstrated remarkable courage and patriotism in effectively managing the historically significant BDR rebellion that occurred on February 25, 2009. His actions earned him the trust and confidence of the then Prime Minister, Sheikh Hasina.
In January 2010, he played a significant role in fulfilling the Awami League's election pledge to keep commodity prices at a tolerable level while serving as the Secretary of the Ministry of Commerce.
In October 2012, he assumed the position of Secretary of the Department of Internal Resources and Chairman of the NBR.
Ghulam Hussain officially took charge as the Chairman of the NBR on October 29, 2012. He retired from this position in January 2015.
He was managing director of Infrastructure Investment Facilitation Company (IIFC) from 2016-2019. And currently, he is the Chairman of Business Insider Media Ltd
Throughout his extensive career, Hussain actively engaged in training programs, meetings, seminars, and workshops and represented Bangladesh at the national and international levels.
His leadership of the Bangladesh delegation on various issues earned him a reputable standing, with participation in events spanning more than sixty countries worldwide.
During his tenure as Chairman of the NBR, he played a pivotal role in inspiring the government to embark on historic projects, including the construction of Padma Bridge. Notably, this is the largest project ever undertaken in Bangladesh with national funding.
Hussain has shown a strong sense of responsibility towards the deprived and neglected people of the country and society since his student life.
During his student life in 1968, he actively participated in service work through the service organisation 'Sabuj Sango'. Following his studies at Dhaka University in 1979, he set a distinctive example by contributing to the expansion of education in the area. He achieved this by establishing feeder schools in the neighboring village Harichail and his own village, Hasimpur.
During his student life, Hussain was an enthusiastic Chhatra League worker, deeply inspired by the ideals of Bangabandhu Sheikh Mujibur Rahman.
His enduring affection for Bangabandhu and Awami League from his student life continues to drive his active involvement in the overall development.
He remains a steadfast worker dedicated to the leadership of Sheikh Hasina, contributing to the qualitative development of Kachua through a politics of mutual respect in the social context.
