HC stays move to recruit 54,000 teachers

The High Court on Thursday stayed the advertisement of Non-Government Teachers' Registration and Certification Authority (NTRCA) for appointing around 54,000 teachers to private schools, colleges and madrasas in the country for violating its earlier directives.
It also ordered the NTRCA to appoint the qualified candidates, who filed contempt of court petitions against its move.
The HC bench also directed the NTRCA to submit a compliance report before it by May 18.
The HC bench of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman came up with the orders after hearing several contempt of court petitions filed by over 2,000 qualified candidates in 2019.
Following the petitions filed by 17,000 candidates, the HC on December 14, 2017 directed the government to prepare a merit list of the candidates who have passed the registration test for teachers to private schools and colleges.
The NTRCA has been asked to make the merit list within 90 days after receiving the HC directive in this regard.
But, the NTRCA did not follow the HC directive and so around 2,000 candidates filed more than 20 contempt of court petitions with the HC in 2019 against the NTRCA seeking HC directive over the issue.
After hearing on the petitions, the HC on different days in 2019 issued separate contempt of court rules against the NTRCA.
Even after the HC rule, the NTRC did not comply with the HC order rather it issued a circular for appointing around 54,000 teachers for private schools, colleges and madrasas in the country on March 30.
Afterwards, the petitioners counsel moved before the HC today for hearing on the rules issued by it earlier.
The HC bench heard the arguments of the petitioners’ counsels and issued the orders.
